From asbestos survey to a living register and management plan

Duty to manage asbestos (Regulation 4)

Dutyholders must take reasonable steps to locate asbestos-containing materials (ACMs), presume materials contain asbestos unless there is clear evidence otherwise, assess their condition and risk, produce a written management plan, and share it with anyone who may disturb the materials.

Keep materials in good repair, or remove them

The dutyholder must keep identified materials in good repair, and repair, protect or remove materials that cannot be adequately maintained. Every measure taken to implement the plan must be recorded.

Share the information

Location and condition information must be given to anyone liable to disturb the material — contractors, maintenance staff and emergency services. PropertyActions issues focused records to the people doing the work.

What the record must hold

Written register of ACM location and condition

A written, up-to-date record of the location and condition of all actual or presumed ACMs, with a risk determination and the control measures applied.

Management plan and actions taken

The plan must include monitoring of ACM condition, maintenance or safe-removal arrangements, and how location/condition is communicated. All measures taken to implement it must be recorded.

The interval

Re-inspect every 6–12 months; review plan at least annually

ACMs must be re-inspected periodically, typically every 6 to 12 months calibrated to condition and risk. The management plan must be reviewed at least every 12 months — and sooner if condition deteriorates, building works are planned, or tenancy changes.
