Appointing the responsible person

The dutyholder must appoint a competent person — the responsible person — to take day-to-day management of the legionella control scheme. Where sufficient in-house competence, knowledge and expertise are unavailable, an external competent person must be appointed.

What the role covers

The responsible person helps the dutyholder meet their legal duties, including overseeing the risk assessment, delivering the control scheme, and keeping records. For cooling systems, the risk assessment must identify all dutyholders, responsible persons (including deputies) and service providers with contact details — and assess their competence, including training records.

Why it matters for records

Because the control scheme is site-specific, the responsible person is also the anchor for the record trail: who assessed, who manages the scheme, what was found, what was done. A logbook that names owners against each monitoring task and corrective action is the practical expression of that role.
